Influence of the Policy of Prohibiting the Use of Mobile Phones in Schools on the Situation of Cyberbullying in Russia and Abroad
Introduction. The relevance of the problem of using mobile devices by students in educational institutions in different countries is due to the growing concern of teachers and parents about their impact on physical and psychological health, academic performance, social well-being, increasing risks of Internet addiction and cyberbullying, which entails the adoption of management decisions in the form of prohibitions and restrictions. Methodology and sources. The theoretical and methodological framework of the study was the structural-functional approach (T. Parsons, R. Merton) and the theory of generations (K. Mannheim, W. Strauss, N. Howe), each of which focuses on certain reasons, motives and consequences of bans on the use of mobile phones in schools, as well as the works of domestic and foreign researchers. The main research methods were general scientific methods - generalization, systematization and interpretation. Results and discussion. Based on the results of the study, it was concluded that the problem of using mobile phones in schools is interdisciplinary, affecting social, medical, regulatory, psychological, socio-cultural and managerial aspects that should be taken into account when introducing restrictions of varying severity, as well as taking into account their consequences for the socialization of current and future generations of children and youth. The author identified four types of management decisions regarding the use of mobile phones in general education organizations, both in Russia and abroad: an incentive strategy, a recommendatory strategy, a partial and complete ban strategy, and analyzed them based on the results of empirical research and statistical data. Conclusion. The ambiguity and contradictory nature of the solution to the problem are due to the transformational restructuring of the educational institution, the intergenerational gap, ensuring the safety of children and youth in the context of increasing new threats and risks in the digital society, a fragmented theoretical, methodological and empirical base, vague terminology, poor comparability of research results, and insufficient study of the opinions of key stakeholders.
